Proposed governance and roles

CERA roles

Develop and seek Cabinet approval to Long Term Recovery Strategy and Recovery Plans.

Contracting and procuring, e.g. land remediation.

Monitor implementation of Recovery Strategy and Recovery Plans by central and local government and private sector.

Local authority roles

(These roles apply to CCC, ECan, Waimakariri and Selwyn District Councils)

The big box crossing under both CCC and CERA says: CCC leads the development of the CCC plan (including community engagement), with input from CERA, Ngai Tahu and other parties deemed necessary, and to agree plan to be submitted to Minister.

Key input into Recovery Strategy and Recovery Plans.

Infrastructure rebuild.

Community development and engagement.

Local government sidelined?

Note that in the top section, a Community Forum and Review Panel report directly to the Minister, bypassing the local councils entirely.

All stakeholders have a direct line to CERA.  Local authorities’ relationship with the Minister is via CERA.

Quote from Stuff news item:

“The general vibe of the paperwork so far, and the Government’s previous track record, suggests a subsidiary role for local councils,” Victoria University senior lecturer Dean Knight said last night.

“It looks unlikely that the response will be led from the bottom up.”
